Photoshop 2024 (26) hotkeys not responding until app loses and regains focus

Steps to reproduce the problem: Launch Photoshop

Expected result: Hotkeys behave normally

Actual result: Hotkeys (aside from space bar) do not respond at all until application is minimized and restored.
