Photoshop 26.3 broken

Just updated to PS 26.3 this AM and the first time I opened it, the program exhibited bizzarre behavior. The cursor started flying all over the screen with menus and option sliders opening and closing wildly without me touching ANYTHING. It didn't matter if I tried using the mouse or my Wacom Cintiq 22. NOTHING would stop the craziness. I couldn't even close the program in the usual way. Instead I had to use the Task Manager and end the task.

I immediately unistalled 26.3 and went back to the prior version and everything is stable again. All my drivers are up to date ( NVIDIA/Wacom)  on my 3 month old Windows 11 PC:

Intel(R) Core(TM) i7-14700F 2.10 GHz
32.0 GB RAM (31.8 GB usable)
Windows 11 Home ( fully updated)
NVIDIA GEForce RTX 4070

I'll be rolling back today's Illustrator update too because I don't trust it either.

Thanks for the reply. I did all the GPU driver trobleshooting before posting and 26.3 was still wild and totally unusable. Everything is back to normal now that I rolled back so it has to be an issue with version 26.3.

If I use Lightroom, I use the Classic version and that's fine, so are all my other graphics software ( DAZ Studio, Blender and Cinema 4D). Illustrator works fine too, but I did roll back from the new update just to be safe.

Frankly I'm getting really tired of "updatres" breaking the programs. If it's not Photoshop getting broken, it's Illustrator.
