Photoshop does not run after click open in CC

Hello!
An issue appared after reinstal Windows 10 and ofcours everything what I need to have on my computer.
CC has been instaled and every application which I have in my Adobe Plan
- LrC wroks correctly
- Lr works correctly
- Ru the same
Only PS has some Bug and I want to mention I also have old PS Elements 2020 and after instalation I got the same issue.
There is only simple notification sounding like that - 'the command could not be performed because the file could not be found'
The menu is set up in my language and therefore the notification was translated by Google translator.

Let's make sure we're in a default state and there are no stale settings somewhere: 

Restore your preferences using this manual method:  

https://helpx.adobe.com/photoshop/using/preferences.html#Manually 

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

 

 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Hello.
I am sending short video to show you what happens when I try to lunch my PS
from CC.
Everything what you suggest related with preferences is right and easy to
do but I am not able to do it due to PS for me is 'dead'.
As you can see at this short video - PS cannot be opened at all.
Therefore I have no possibility to get to Preferences in.
Unless there's another one way to get there without a need opening PS?

I would like to mention my computer has updated since I reinstalled it.
Adobe applications are also updated all of them.
koI tried to use older version PS as well that nothing changed.
I was surprised my old Photoshop Elements doesn't work correctly at the
same way as well.
So, before I had to reinstall my computer I never have had such issues with.
No problems with Preferences I could freely jumping between LrC and PS
editing my pics.
Like I wrote There is no problems with Lightroom or Rush.

Yes, I do not refuse possibility the issue may be cause by my new
reinstalled computer system and I consider some new installation but
firstly I would like to verify all of options related with Adobe
Applications.

Hi @Pawel.Owczarek you do not have to have Ps open to reset the Preferences, this is done in the folder structure outside of the app...

 

MANUALLY

Manually removing preferences files is the most complete method for restoring Photoshop to its default state. This method ensures all preferences and any user presets which may be causing a problem are not loaded.

  • Quit Photoshop.

  • Navigate to Photoshop's Preferences folder.

    macOS: Users/[user name]/Library/Preferences/Adobe Photoshop [version] Settings

    Windows: Users/[user name]/AppData/Roaming/Adobe/Adobe Photoshop [version]/Adobe Photoshop [version] Settings

     
  • Drag the entire Adobe Photoshop [Version] Settings folder to the desktop or somewhere safe for a back-up of your settings

  • Open Photoshop.

     

    New preferences files will be created in their original location.

Hi Cory Shubert

Alright, my mistake I missed the last option on the web side.
Well, I did everything what I had to do, step by step deleting all from
folder and launched PS and I have got the same bug.
I have tried a few times trying to launch PS directly after this operation
deleting files and doing restart the computer firstly and then to launch PS.
No options bring solution.
I have no idea what can cause this issue?

I just learned that Photoshop was crashing on those who have NVIDIA drivers. Seems there is an update to the NVIDIA drivers that you need to download.  This could be the issue. That is if you are using PC.

Thank you for your tip.
I checked GPU drivers and it seems everything is good.
Of course drivers was reinstalled even main application from Nvidia was
reinstalled one more time to have more certainty for.
Drivers are the newest.
That do changed nothing.

I am sad - I cannot run CC cleaner tool.
I did all steps which are at an instruction.
I had some issue with one file to end task - Adobe IPC Broker
Finally I could end this task but using option 'Run as administrator' to
open CC Cleaner did not work and after a try run itself the CC cleaner
window immediately disappeared.
I can see my case is very difficult - a lot of small obstacles.
