Photoshop Freezes no response

Photoshop freezes. Goes dead, nothing, can't press anything or even right click and close it, absolutely no response. Photoshop becomes unresponsive to the only way to close it down is in Taskmgr.

I9, 64gb Memory 3600mhz, 2080TI SLI, Multiple monitors including Cintiq Pro24, blah blah blah.

Happens only when using Marquee tool. Technically when clicking Marquee tool to deselect or exensively multiple times to isoloate something on a layer. Only happens with the Marquee tool, to the point I try not to use it to keep from losing my work or if I have to, pressing CTRL D to deselect.

I know you are going to say oh are you using plugins? Yes I am to export DDS files, Nvidia's latest and intels plugin. I need them to export files I make, if not why even use Photoshop right?

But seriously it's ridiculous, it's giving me PTSD from being afraid if I am going to lose my work.
So I beg you please, please fix this.

Yeah my PC is GPU good.
They are water cooled and SLI with the latest drivers.

This freeze has been present for a while.

Are your monitors all plugged into the same graphics card?

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

Hi Jeffery,

The only time it freezes up, is when using the Marquee Selection Tool, mostly on deselecting it, not as bad as previous versions, but it happens. I just trained myself to use the Marquee as little as possible with short cut commands.

It doesn't crash technically to look in event viewer.  I can open via taskbar, but it just doesn't do anything. None of the GUI works, it's like a desktop wallpaper. can't close it or even right click on the taskbar to close it, only way to stop it is through taskmanager.
The Monitors are all 4k and use both cards via DP

Hi Jeffrey,

The freezes only happen with Marquee tool. It freezes to where the GUI does not do anything, you can tab through other programs and back to it but don't expect any button even close program X at the top right to work, it's like a desktop wallpaper. Cannot right click on taskbar to close it, the only way is to go into task manager to end task.

Ok another freeze.

4 layers.
Select - color range
Selected the color with 0 Fuzziness ( Just to delete the area around the items on a layer.)
It selected placing a marguee dotted line around the edges I selected. I pressed "delete"key and it removed it.
(Normal stuff)
Then I selected the Paint Bucket Tool, 
(I wanted to fill a layer underneath with a different color, here is where I made a mistake,
I did not unselect the marquee, I also forgot to go to the lower layer where I will fill in the layer.)
Clicked the area I was going to fill, and it freezes. 
I couldn't click the lower layer or ctrl D or menu, or anything it's frozen.
I did make a video after the freeze but it's shows my mouse moving around the screen, basically useless.
Here is a screenshot of the video showing the last item selected but when making the video seems the marquee went away.

I do have a screenshot of the marquee halfway showing, in the freeze.

I went into Taskmagr and proceeded to end task on Photoshop so I can restart.
I have a screenshot of that too.

I only get this freeze when the marquee tool is around something. If I never use the Marquee tool Photoshop runs like a champ. It can run for days on my PC, I am one of those people who don't shut down their PC, it runs all the time. I usually restart for something in VR, or a software update.

Looks like you have monitors plugged into more than one graphics card. Engineering is asking to see if plugging the monitors into 1 GPU runs reliably.

I cannot. 
Monitors and VR is Display Port connections. The reason I have to use multiple GPUs is for that reason.
If card manufacturers would give us 4 display ports, then I would only buy 1 GPU.
All monitors are running at 4k native on display port connectors, no HDMI.

VR has to be on the primary GPU to work, so I separate the primary windows/boot monitor and VR in GPU1 and the secondary and Cintiq on the second GPU. 

The way the case is the mother board and cards are not in the normal ATX setup as they are rotated 90° right where the rear panel is facing upwards with and cables are routed to the side under a cover and out a hole. See illustration

It would be really damaging to the having to switch DP connectors constantly not only on the card, but having to remove items and the top cover of the case. When I need to switch everytime from doing the art work and then to test in VR.
