Photoshop Hangs When Opening File

I have a top of the line computer running Windows 11 and the latest Photoshop and I can't understand why it hangs everytime I open a new file. I'm sitting there waiting on my Intel 13900K processor with 32GB RAM. How is that possible? It's just a picture and I'm waiting 30 seconds to be able to start editing it? And it happens on every picture, no matter the file type. I just tried to open a jpeg, you'd think Adobe would have figured out JPEGs by now.

4. I expect it to open a file instantly, but it takes 30 seconds.

Could it be a conflict with a program I'm running? I'm running Dropbox, NVIDIA Control Panel/GeForce Experience, Creative Cloud, QuickLook... it makes no sense.

It could be a conflict with anothe application — it could even be a browser. Can you reboot your computer with no other applications running and launch only Photoshop to test?

Specifically I'm wondering about your GPU setup.

Also - where are the files located? Local HD, external drive, server, cloud synced service, etc?

Turn off sync or move the assets out of the sync folder and try again - the delay will be gone. The issue is working directly out of a cloud synced folder can cause delays because its trying to backup the temp files created when going between the apps.
