Photoshop tool icons are missing 2025 Ver. 26.3

Got this problem after updating to 26.3

- I have tried to uninstall and install again with the same issue 

- I have unistalled and installed ver. 26.2 and the toolbar was back to normal.

- Then i updated back to 26.3 and the issue was back

Look at the toolbar left in the picture.

Anyone have any solution to this ?

Forgot to add OS version: Windows 11, version 24H2
