Photoshop Tool Selection Issue: Tools Only Selectable with Shift Key (v25.11.0)

Hello everyone,

I'm having an issue with Photoshop when selecting tools using the keyboard. I can only select tools in combination with the Shift key. I'm currently using the latest version of Photoshop (v25.11.0 on macOS Sonoma v14.5), but this problem has been occurring for a while. Could it be that I accidentally changed a setting? If so, where can I reset it?
