Photoshop version 27.2 error when using remove tool

I am using version 27.2 of Photoshop.  When I use the remove tool I receive an error: Could not complete your request because of a program error.

I have tried all of the troubleshooting steps out there.  I have called support and they walked me through all troubleshooting steps.  Still receive the error.

If I roll back to version 26.11.2, the remove tool works fine.

Update: If you run Adobe Photoshop once as Administrator, this issue is resolved.  Why does it require this though?
