Photoshop wont open

Photoshop wont open. Ive tired uninstalling and reinstalling, I tried opening without pluggins, I tried turning my computer on and off, I have also tired using adobe cloud cleaner. I have had trouble with photoshop  for a while now as occasionally files would glitch out and those glitches would stay on the . A pop up would also appear before photoshop opened saying that the file was corrupted.  What can I do to fix it?

Hi

Try holding down Ctrl+Alt+Shift while launching Photoshop. You should get a message asking you if you want to delete the Adobe Photoshop Settings file. Confirm that you do. This will delete then create a new preferences file.
