If you go to the print module (ctr+P or File > Print...) > Color Management and set Color Handling to "Photoshop Manages Colors" and choose "Relative" for the "Rendering Intent" the checkbox "Black Point Compensation" does not influence the preview of the print on the left.
If you instead use the same checkbox with the same settings and paper profile in the soft proofing window (view > Proof Setup > Custom) it works as intended.
The bug has been there for ages. And verified by me on multible Win10 systems and multible Photoshop Versions down to CS6.
