Make sure your monitor profile in Windows is valid. Type Color Management into theWindows search bar then set the monitor profile to sRGB IEC61966-2.1, you may need to click on Add to do this.
That is a temporary test step.
If it resolves the issue then you need to set up a proper monitor profile that describes your actual monitor using a device such as the i1DisplayPro.
