PS 22 refuses to open on Mac studio with Monterey

I have a Mac studio with Monterey. There are some Photoshop plug-ins that won't work with photoshop 23. I believe according to Adobe even though Photoshop is Intel-based it should work on my Mac studio but it refuses to open. I spent a lot of time with Apple yesterday when the Adobe person said that's who I needed to talk to and Apple is basically saying it's an Adobe issue. I'm having a hard time finding the phone number for Adobe so I just decided to try this.

Are these Adobe or 3rd party plugins that will not work? Which ones?

Try logging into another account (you may need to make one), still not working? 
Try starting up in Safe mode (hold down Shift Key when booting), still not working?

The topaz plug-ins don't work. And I wasn't able to get the Canon drivers I have to work. I tried Ventura and things got even worse so I reinstalled Monterey. I did try safe mode with the Apple rep amongst other things and nothing worked with PS 21. Lightroom classic works great, it's so fast but I haven't tried printing from it I don't usually use that. I like to use the plug-in out of Photoshop. Fortunately I still have my old laptop which runs in Big Sur so I still have access to my printers a 6400 canon and a pro 1000.

You will have to contact all the 3rd party plug-in vendors and ask them what's going on. 

As a plug-in developer myself, I can tell you that it is constant work to update plug-in's as each new version of Photoshop ships. It sounds like Topaz etc need to do the same.

Are you running Photoshop in Rosetta mode? That should allow the 3rd party plugins to activate.
