The Remove tool, which was present in PS Beta 25.1, is not present in the new issue of PS 25.0. As far as I know, it should be below the spot healing bruch icon.

Choose Edit >Toolbar.In the Customize Toolbar dialog, if you see your missing tool in the Extra Tools list in the right column, drag it to the Toolbar list on the left.

It would b hidden if you had a customized toolbar that carried over from before the Remove tool existed. However, in 25.0 (non-beta) you should have seen the below message. Did you see anything like this?
