Selection tools in Photoshop 2023 unable to be reset to refine selections and out put to new layer

After using Object or Quick Selection tools to select and mask in Photoshop 2023, the accompanying window that normally pops open to pick ways to view, adjust settings and select output does not appear. Tried resetting the tools per instructions which worked in the last version of Photoshop prior to this one, but nothing happens. Very frustrating. How do I go about getting these tools to work properly? I work on Windows laptop.

So just this little pop-up window won't pop open when you click on the view icon?

Are you using a mouse or pen/tablet like a wacom?

How did you restore your prefs? If you used a shortcut, try this manual method:

If that doesn't solve it, you can quit Photoshop and put the Settings folder back.
