Shortcuts not working

When I launch the PS the shortcuts are working just fine. But when I open a new window or a new file, or even when I open a tab the shortcuts stop working.
I can't save with Crtl+S, I can't even change tools using simple shortcuts like changing from Brush tool to the Eraser tool. And the only way I can restore the shortcuts is by closing and restarting the Photoshop.

I was using the later version of Photoshop (23.5.1) and then installed an older version (22.5.9) and the problem still remains

do you have third party panels, such as a CEP or a UXP one?

are rulers showing?

1. Just Firefox besides Photoshop
2. Only the Adobe Color Themes Extension, but it no longer works
3. The rulers were hidden at the moment
