Strange artifacts

Hi!
I'm experiencing an issue in the latest versions of Photoshop.

This glitch appears randomly in different documents, and it's been difficult to track down any specific pattern.
I'm using Windows 10 Pro with an MSI 3090Ti graphics card (latest drivers installed).

I’ve tried disabling various settings within Photoshop, but nothing has helped so far.
I haven’t noticed any similar issues in other programs.

Does turning off »Use Graphics Processor« in the Performance Preferences (Photoshop > Preferences > Performance > Graphic Processor Settings) and restarting Photoshop have any bearing on the issue?
