unable to close the app

photoshop is not working and responding difficult to close the app even after restarting

Could you please confirm whether you're using the desktop version of Photoshop or the Photoshop Web version? If you're using the desktop version, please share the version of the app you're using along with your computer's operating system. Additionally, does the app stop functioning while performing a specific task? 

If you're using the web version, try using a different browser to check if it makes a difference.
