Unable to create or open files after moving Photoshop window onto Wacom One monitor and closing appl

Adobe Photoshop Version: 24.6.0 20230615.r.573 15cc86e x64

Operating System: Windows 10 64-bit
Version: 10 10.0.19045.3086

GPUName: NVIDIA GeForce RTX 2070 SUPER

 

Moving any Photoshop window onto Wacom One monitor and then closing the program results in a new Adobe Photoshop 2023 Prefs.psp file which records that monitor change.  Upon opening Photoshop after this the main window correctly appears on the new monitor but I am unable to create a new file or open any existing file.  If I delete just the Adobe Photoshop 2023 Prefs.psp file the main window resets to the default monitor and the program works correctly until I move any part of Photoshop onto the Wacom One and then close Photoshop again.

 

Changing to a fresh administrator user did not help.

Rolling back version did not help.

Uninstall->Reinstall did not help.

All drivers and programs up to date.

 

Is there a way to configure the saving of Adobe Photoshop 2023 Prefs.psp to not include monitor activity/settings?

Here is what finally fixed this issue for me (I am not sure exactly which step solved the problem at this time, and I don't want to experiment further until it occurs again):

Various steps were taken between my original post and this one but none of them helped (disabling and enabling various display drivers using the Microsoft Device Manger; several Photoshop, Windows, and Wacom product updates; a few miscellaneous system settings) and then after the Photoshop version 25 update I tried once agai

Here is what finally fixed this issue for me (I am not sure exactly which step solved the problem at this time, and I don't want to experiment further until it occurs again):

Various steps were taken between my original post and this one but none of them helped (disabling and enabling various display drivers using the Microsoft Device Manger; several Photoshop, Windows, and Wacom product updates; a few miscellaneous system settings) and then after the Photoshop version 25 update I tried once again to seek help from Adobe and the following chat responses solved the issue for now (I'm not sure what I had tried in the Technology previews section previously but I know that I had tried at least one of them and it had not solved the issue):

 

open Photoshop > Click on Edit > Preferences > Performance > Uncheck Use GPU  (this had previously not solved the issue)

in Photoshop > Click on Edit > Preferences > Technology previews >

  1. Check the box Deactivate native canvas
  2. Check the box Use GPU older than 2016 (despite the fact that my GPU is from 2019)
