If the files are larger in size, it could take a longer period to open compared to opening off your local HD.

Hi @戸隠22935020khk7 64 GB is not enough.

Try changing your scratch disk preference to use the 600 GB HD and reorder to make that the first in the list. Quit and relaunch PS and try again.

Sorry for the late reply.
I have reconfigured the settings as follows.
'Documents with only images and vectors' could be opened.
However, I guess, it freezes when opening "psd or psdc containing text". It
does not comment that there is not enough memory, it simply freezes.
Might not be the same bug as the first one I reported.
I would most like to solve this. (I have already confirmed that I can
successfully open the same document on another computer).

It's not the memory it's your lack of HD space. Free up some HD space and see if it allows you to open the files.

I've tried increasing your free space to 120 GB.
Nothing has improved and I can't open certain files regardless of their
weight.
These appear to be the ones that contain text ;;
