Photoshop 2022 is graying out the "Include Vector Data" option when saving to Photoshop EPS and it turns out choosing the RTL paragraph option in the Paragraph Panel under ME options, something that doesn't happen in PS 2020, causes this bug. MacOS version of Photoshop so far is affected.
I haven't used EPS files in more than a decade. They're too limited.
Illustrator has always been the preferred tool for creating vector text & graphics. I can't see any upside in the round-about Photoshop to EPS to Illustrator workflow you're using currently. It seems inefficient to me.

There are plenty of reasons to use this way. This would require a lengthy post.
Just because you dont use it, doesnt mean there aren't other people on the planet that do.
But instead of knocking someone's workflow, why not address Adobe's disabling a useful feature without warning?
And, again, if, it's useless and obsolete, as you say, don' break it. Just say it's obsolete, issue a different way of doing it, and discontinue it totally.
Just leaving it dysfunctional without warning is totally dumb. But, quite frankly, is very typical for Adobe to do.
Photoshop is and always has been a raster image editor, not a vector graphics app.
They tried to make it something it wasn't and it came back to bite them. Since I never drank that KoolAid, I didn't get caught up into thinking Photoshop was suitable for anything other than raster output. I think the worst you can say is they took away something that never should have been there at all. Ditto for 3D. Changing workflows is nothing new. It comes with the territory.
For best results, use the right tools for the job. Illustrator for vector. Photoshop for raster.

So why does Photoshop need a type tool? Disable it!
Just set type in Indesign or Illustrator and import it.
Why does Photoshop need shapoe tools? Draw in Illustrator and import!

Again, instead of focusing on why someone is doing something a certain way -- and they might have a darn good reason for it, just as you may have a reason for doing something someone else doesn't, the focus should be on whgy Adobe suddenly broke a useful to some feature it has had since 1992.
I opened a new file, added type and saved it as a Photoshop EPS on my Mid 2012 MBP running Catalina 10.15.7 and the latest 2022 Photoshop and Illustrator. So it seems to work. Created the eps in Photoshop and it opens in Illustrator.
