why can I not drag and drop layers into another image in photoshop 2023?

I have tried EVERYTHING suggested and I can not drag a layer to a new window. I simply cannot keep copying and pasting as my 'move' tool seems to not be working either. I have uninstalled and reinstalled the program three times now. Using Photoshop 2023,
