why does my option click paint brush sample the background color instead of the foreground color now

Throughout all time until today my option click usage of the paint brush would allow me to sample and fill my foreground color rapidly.  Today it is suddenly sampling the background color for some unknown reason.  Is there a setting for this that anyone knows about, or is this actually a program bug?

the sample ring was both unchecked and for some reason un-checkable.  resetting my preferences did fix the issue, thank you
