Why does Photoshop resize the view on all open images when magnifying just in one.

Hello everyone,
since one of the recnt updates I have no serious but a pretty annoying issue. When I have multiple photos open and use the magnifier only on one, it involves any open picture (shown or blended off) but just when zooming in, no matter if I use the tool or keyboard shortcuts. Zooming out has no effect on the other pictures and they reach pretty ridiculouls magnifiying scales. Any idea if that is a bug or some new hidden function which is activated unwillingly after one of the recent updates?

For me Zoom All Windows works as expected when zooming in and out. I am also not aware of special new feature. If someting works wrong many times preference reset can normalize application behaviour.
