Hi @tossag curious if:

Go to Preferences/Tools and disable flick panning and overscroll - does the issue still occur?

Are you using only a mouse or do you also have a graphics tablet/pen?

Hi!

We are sorry to hear you are having this issue. I would like ask you to try something--In Preferences>Technology Previews>click on Deactivate Native Canvas and then restart Photoshop. See if that fixes the problem? If not you can go back and uncheck it and restart Photoshop again to get back to where you were.

Let us know if it works or if you are still having the issue.

Thank you so much for testing to see if that worked.

Have you tried resetting your preferences? Here is a help doc that will walk you through it. You will want to scroll down to "Manually" and be sure to back up your current preferences in case you want to restore them: https://helpx.adobe.com/photoshop/using/preferences.html#reset-preferences

Are you on 24.4 or 24.6?
