Are you asking about raster text, as in an image of a sign? There are apps that can do the OCR (Optical Character Recognition) like Acrobat and Illustrator as you mentioned, but no, Photoshop does not have OCR. However, you could use Google' Image Translate tool to read the raster text

After pasting the image into Google Translate, click on Copy Text which will load the live text to the clipboard.
Go to Photoshop and drag out a text box, and paste the text into it.
It works very well, and will easily convert a full page of raster text to live text, and do so in dozens of languages.

Obe can use Photoshop to edit images (add text for example) but if you want to edit them without using Photoshop this might not be the ideal place to ask for advice on that.
