Action with pre-defined inputs

I have a large number of images to process.  Briefly, they're all scanned negatives and I want to add a levels adjustment layer.  A look at the first few suggests that pullling the left slider up to about 35 and the right slider down to 225 will be near enough in 99.99% of cases.

My thought process - record a suitable action (two steps: create levels layer, set layer with "Input:35,225"), start a batch job, go get a brew.  However, the action pays back fine (dialog is off), but stops with the cursor in the input box waiting for input. If I add another step the action continues without applying the inputs.

What do I need to do to get the action to enter the specified input?

Post a screenshot of the action in list mode (not button) with all steps expanded and wide enough to view all content.

I can't reproduce this, the levels adjustment layer batch runs without any levels popups on grayscale docs.

Initial thoughts are resetting preferences after backing up custom actions, brushes and other presets and seeing if this works as expected. You could try converting to RGB, setting the levels in RGB and then converting back to Grayscale to see if this is somehow related to colour mode.
