how can one add a 8bf -file to Photoshop 23.0.0?

A 8bf is a plug-in file extension and the plug-ins folder can be found in this location

C:\Program Files\Adobe\Adobe Photoshop 2022\Plug-ins

It is simply putting it in the correct folder, and Ged's answer is most likely correct. But what is the file for? Plugins that are used across multiple programs, like Camera Raw go in other locations. Some go in the user's roaming folder.
