Adjustment quick-launch menu not fully revealing?

Can someone please explain to me why the adjustment bar in the bottom right, doesn''t fully reveal when I click it? It's so annoying.  Can I fix it in the settings?

If your Layers panel is at the bottom of your screen with not enough room to show it all as a drop down - the submenus wont fully show and require you to scroll up to view all.

But if the Layers panel is futher up the workspace and has room - it fully shows.

Yeah I was just playing around and discovered something similar.

It feels so dumb, it used to all fan above and display everything.  I've noticed this for about a year and just lived with it.

I hate it! haha
