since this update I cannot image size my photos,  Photoshop freezes and goes into a CPU frenzy

Thanks for reaching out. Sorry for the trouble with Photoshop. We are here to help.

 

Could you please share the details of Photoshop from Help > System Info > Copy & paste into a text document to share with us or post here.

  • Go to Preferences > Performance > Advanced Settings and uncheck the 'GPU compositing' option.
  • Restart Photoshop.
  • Go to Preferences > Technology Previews... and check 'Disable Native Canvas' and then Preferences > Performance and uncheck 'Use Graphics Processor.'
  • Restart Photoshop again.

 

Try these steps and let us know if this works.

What have you done for all-purpose trouble-shooting so far? 

Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
