After update, Adobe Photoshop Fit to Screen setting doesn't work

When I used to press CTRL + 0, the windows would automatically enlarge and fit to screen (e.g., fit the height of the screen/be large). Now it fits to window (so it stays small in height). I hate this change. Any ideas of how to get this legacy setting back? I tried searching in Preferences with no luck.
