All filters within the Neural Filters, greyed out

I open a jpeg and then go to filter--> Neural Filters.  All filters are greyed out and the switch on the filters will not work.  I am using PS 2022.  What am I missing?

Hi, you need to turn on GPU performance for this and make your jpeg smart object...regards

You also need to click the little cloud icon to the right of the name of the filter in order to download them.
