All photoshop tabs start up closed

All Photoshop tabs are starting up closed when I open the program, isn't much of a big deal, but I have to go and click the layers and other tabs everytime I work in Photoshop, it just gets annoying.

I have tried:

- Deleting the workspace and creating a new one.

- Reset the workspace.

- Change to a default workspace

Attaching a visual example.

Any help would be appreciated.
