Any software that can read this tag? [Blurry license plate] [LOCKED]

I was coming back from a photoshoot when this happenend.

I was slighly hurt with chest mucles and arm being strained. Two brand new  YONGNUO YN560 IV speedlights were killed in the trunk.  My photo site - <Link deleted by Mod>

Anyway, is there any software that can read the tag? A few people say it is a New York tag.  Police took a report and left the scene. 

this was in Sebring, Florida at Kennelworth and Lakeview Dr.
