Anybody finding a problem with the crop tool in new Ps (23.4.1)?

In UpToDate Ps (23.4.1), my canvas is blinking and flashing and is all over. Anyone have the same sort of problem?

@RichardL1967, I just updated today, and I'm not having any problems with the crop tool (Windows 10 Pro v21H2; Photoshop 23.4.1 Release). I put it through several paces and all is working so far. You likely know the drill to reset your preferences. What else have you tried? If you check Deactivate Native Canvas under Technology Previews, does that make any difference? Can you give us a look at your Performance settings and/or System Info?

I have found this issue come up in several previous versions too. It seems to be specific to using the mouse. If I use my pen/tablet it doesn't do this. Weird.

I don't have a problem with flashing: however, I do have a problem with
"coaxing". When I use the crop tool, I have to move the cursor up and
down, particularly in the vertical, before there is a reaction. And it is
usually much less refined than I intended, so I have to readjust
everything. VERY ANNOYING!!!!
