I don't know if it's after using Photoshop for some time or if a function I don't know is activated, but the mouse pointer changes to a mouse cursor instead of a tool pointer, and no one is used. What should I do? Closing Photoshop and running it will solve this problem, but this phenomenon repeats again...

Go to Preferences > Tools... and uncheck "Flick Panning." Does Photoshop behave better?
