When I create a new document with artborads checked and set it to transparent background. sadly, newly created document isn't transparent, it's just white! and when I try to export as png ( save as copy, quick export, export as) it ends with a non transparent png file. to be precise a white rectangular surrounds the colored area.
and this only happens when I use artboards, documents without artboards are just fine.

Go to Preferences > Technology Previews... and check "Disable Native Canvas" - then restart Photoshop. Does the problem still occur?

Sorry, the setting doesn't change the artboard behaviour in this case.
However in both settings (checked or not) when manually moving the artboard - despite having a ghosting artboard staying in the original location (that stays there even after releasing the artboard) - it momentarily shows transparency. When the cursor releases the artboard, the artboard is white again.

Issue update: transparency on artboards is back to normal in Photoshop version 23.0.2.

Should have added I uninstalled the previous faulty version and CC and deleted all settings before updating, furthermore deleted all files found under "Adobe" named folders and reinstalled CC then to the new Photoshop version.
