Auto-select unchecked but photoshop still auto-selects layer

Just updated to the newest version of photoshop and have run into some big bugs (or with CC are they just features until 2023?) and one bug is that tools seem to do whatever they want despite checking or unchecking boxes to make them not do what you don't want them to do. 

 

In one instance it's move tool. I keep auto-select off and always have transform controls on. Yet it at random every few minuts basically reverts to default (the opposite of what I have) without the buttons appearing to have changed. Meaning it autoselects while autoselect is off, and the transform tool goes away yet show transform controls is still checked on. 

Had similar issues today with brushes and lasso and the top UI menu bar buttons reverting to default mid use. Seems like a CSS bug, does anyone know how ot fix it or have a workaround? It's made what would be 2h of work today become a full day of work. 

 

* latest version of photoshop 2022

If the Move Tool is not keeping track of your choices, you can try Resetting it by right-clicking on its' icon in the Options Bar.

Have you tried a complete prefs restore?

 

If you restore your preferences using this manual method does it work correctly?

If that doesn't solve it, you can quit Photoshop and put the Settings folder back
