Batch automate as different layers

Hello! I'm trying to automate the action of opening an image as a layer, resizing the image, removing the background, and repeating this with new images as additional layers. My aim is to be able to batch automate this process and have all of the images of a file resized with the background removed all in the same photoshop window / file as multiple layers. However, when I try to make an action to do this and batch automate it, it will only open Image 1 of a file and go through the proper actions on that image, but will open all other images in new tabs with image 1 resized and background removed on top. Is there a way to repeat the action on all image files in my folder and keep them all open in the same window / photoshop file?

Why separate files in one file as layers?

 

I'd suggest a two-step workflow:

 

1) Create an action to resize to a fixed pixel size and remove the background, then save the image as a single file. Use File > Automate > Batch to automate this on all images.

 

2) Use the File > Scripts > Load Layers Into Stack script.
