You have given us hardly any information so it is difficult working out what is going on.

Is this a new document with no content?

We can see that the view is at 100% so that is not the issue.

 

If this is the latest version of Photoshop, then try Deactivate Native Canvas in Preferences.

@Trevor.Dennis that looks like an older version of Photoshop that the OP is using, so the "Deactivate Native Canvas" option wont be available
