blue rectangle that will not go away

this random blue outline appeared when i tried adjusting a selection on an empty layer. i got a popup that it couldnt due to it being empty and then this showed up. its not attached to any layer, i can not paint over it, i've tried checking paths and everything and it wont go away. im not sure what to do

Is this in Photoshop, and does the blue outline resemble the blue rectangle that appears when the new-ish Show Layer Bounds on Hover option is enabled? (See demo below)
