Blur gallery not working

I don't know if the attached screen shot shows why, but the Blur Gallery is not working for me.  I turned my Layer into a Smart Object and then went into Blur Gallery, and selected Tilt-Shift Blur.  The guides and pin do not come up on the Layer, as shown in the image.  Does anyone know why?  Thanks.

When I went into it, a dash preceded Edit Pins.  When I clicked on it, the pins and guides became visible, and now a check mark precedes it.  Thank you.

Try turning of the use of the Graphics processor and then try it.

We just had this problem under the latest release of PS.

To do this do the following:

Select Edit

Then Preference

Then Performance

Then Select

  Use Graphics Processor

To turn it off. The box should be deselected

it should work after that.

Be sure to turn it back on otherwise any other graphics

processes will be only done in software and is shurely to be slow.
