Brush cursor flickering and turning into arrow cursor - driving me mad!

When I am using the brush or stamp tools my photoshop will intermittantly flicker and switch the cursor to the windows arrow cursor. I am not using any 3rd party plugins and I have updated my wacom drivers etc. Photoshop is up to date with latest version in CC. It is making it very hard to work properly and driving me mad! 

Not sure if anyone can see anything in the below!?

I'm having the same issue. I upgraded from 2019 to 22.0.0 and it's been happening since. If I reset preferences the problem goes away but then comes back. It seems to mainly happen when rulers are turned on. If I turn rulers off, the problem goes away. I need to do some more testing to tell whether or not turning off rulers completely fixes the problem. I'm using a Wacom Intuos 4 but the issue happens with my mouse as well.

Go to Edit>Preferences>Plugins and UNCHECK "Enable Generator"
