Brush presets

When I create a new brush and save it as a new brush preset. I'm given the option of saving all the settings, which I always check. Shouldn't this mean that when I pick this brush from my brushes at a later date those exact preset settings would be adjusted in the brush setting panel? What I'm experiecing is when I pick a brush the settings in the brush panel are those I used for the previous brush negating all the settings I had taken the time to figure out for the brush when creating it. What setting am I missing so I don't have to try to remember all the previously figured out settings. The problem is worse when I purchase a brush and my previous settings overwrite it's settings.

You didn't say which Adobe application you are using, but seeing that you have over two dozen posts in the Photoshop forum, I've moved this one from Creative Cloud Desktop to Photoshop. Please confirm!

LATEST

Make sure all locks are open on the Brush settings panel. If some locks are closed, the corresponding settings overwrite those of the brush presets.
