Brush Tool: The brush sizing tool does not work when I right click + Alt +control

Hello,  I am not sure why I cannot resize my brush.  "Brush Tool: The brush sizing tool does not work when I right click + Alt +control".  The Color picker tool opens under this command.  

Can someone please advise.  I'm falling behind at work.

On a mac it's Left click Option Control drag left or right

Thanks, Jeff. Your advice works on the right side, but not the left side
of the keyboard. This has never happened before. Also, the crosshair does
not show up on Levels either. Do you know anything about that?
Something is not right.

Thanks, Jeff.  Your advice works on the right side, but not the left side of the keyboard.  This has never happened before.  Also, the crosshair does not show up on Levels either.   Do you know anything about that?   Something is not right.
