Brushtool keeps changing into smudge tool

All worked fine until suddenly this happened. In both ps and ps beta. I tried reset all tools but this did not help. Now i cant use the brush in both apps. Can you please help?

@marion666 try disabling this option in preferences if it's enabled to see if it helps
