bug: Duplicating layer causes WAVE effect to alter in completely different layer

I have a wave effect on a smart object on layer 1.

If I duplicate layer 2, the wave effect that is applied to layer 1 changes (the wave randomizes)

what is layer 2?

Layer 2 is an imported bitmap(also a smart object) but different to the 1st
layer.
