If NVIDIA graphics, make sure to use a Studio Driver from NVIDIA (NOT the Game Driver), but not the latest version - it has issues with Premiere Pro and may have problems with other Adobe programs.

We don't know how you obtained the screen shot, so I am going to ask you to save the image as a JPG, and open it inanother app. I'm thinking that this is a display issue as Bob has suggested, so the iimage might be OP, but not show as such when open in Photoshop.
Also open Preferences and check Deactivate Native Canvas and restart Photoshop
