Hey, @MC277962236u6o. Welcome to the Photoshop community. Please share the system info from Photoshop Help > System info > Copy & paste into a text document > upload & attach here.
Are you launching Photoshop via the Creative Cloud desktop app? Is this a personal machine or a machine your work/school manages?
For now, I'll move this post to discussions.
Try this:
1 - In the Creative Cloud app, press CTRL + ALT + T (Win) to launch Creative Cloud Troubleshooter & select 'Close Creative Cloud and related processes' > click on Go.
2 - Open Creative Cloud again & launch Photoshop via the Creative Cloud app, and check if the issue exists.

I had Adobe support this morning and according to them it's an issue of the last PS version 25.3.1
Following their advice, I installed back the previous version 25.2.0 and the materials window works fine
