So, for some reason my Photoshop files keep saving as Neat Office files and I don't know why. I can still edit them on Photoshop and edit them but I would like to save them as regular PS files. How can I fix this if I can?

Your files are not "Neat Office Files". They are Photoshop files. Windows looks at the extension and decides which application to associate that extension with.

 

You can fix it in Microsoft Windows. See this help file from Microsoft:

Also, your extensions are not showing. Photoshop uses .psd. You can fix that in any Windows File Explorer Window in the View tab.
