There is a way to load a raw into camera raw, apply AI noise reduction and open the file in photoshop.

If the image is a RAW image (from a supported camera model) then you should be able to open it via Camera Raw – have you tried recording the process with ScriptingListener.plugin?

Then I am not optimistic that this can be automated in Photoshop.
